Assistant City Administrator and Director of Community Development

Manages Community Development, Building Dept., and Risk Management.

Serves as Floodplain Administrator.

Qualifications: Min. of 3-5 yrs experience in economic or business development and in customer service with direct public contact required; 5 yrs of direct experience work in a community development, planning, or economic development position preferred; Bachelor degree in Planning, Public Administration, Marketing, Community Development, or Economic Development required.

A few of the duties include:

  • Manages the Building Dept, overseeing all functions and staff.
  • Reviews subdivisions and zoning petitions which also includes coordination of revisions to the City's comprehensive plan and preparation of staff review reports and supporting documentation for the Board of Adjustment, Planning Commission, and City Council reviews.
  • Coordinates special projects including ADA compliance and floodplain management program.
  • Develops targeted and effective strategies to attract prospective businesses, developers, site selectors, and brokers.
  • Takes the lead in marketing efforts for Brush and develops marketing strategies.
  • Develops economic, marketing, and promotional materials to attract, retain, and expand business in Brush!.
  • Develops incentives for businesses and individuals.
  • Identifies infrastructure opportunities for businesses.
  • Develops and maintains inventory of available commercial and industrial properties along with property databases, business listings, property vacancies, mailing lists, and other information systems.
  • Identifies funding opportunities for local businesses and assists in development of grant applications.
  • Responsible for updating, maintaining, and managing City website.
  • Performs risk assessments, analyzing current risks and identifying potential risks; evaluates how previous risks have been handled and compare current and potential risks with criteria such as available resources, legal requirements, and level of risk the City is willing to take.
  • Creates and implements plans that will minimize risk.
  • Makes public presentations and promotes local economic opportunities at trade shows.

    Human Resource Officer

    Starting Wage: $41,004/yr.

    Under the direct supervision of the Finance Director. Performs, leads, and manages all functions of HR including regulatory and legal compliance, performance management, benefits administration, and recruitment and selection.

    A few of the responsibilities:

  • Regulatory and Legal Compliance – Maintains compliance with federal, state, and local employment laws/codes and regulations along with recommended best practices; reviews policies and practices to ensure compliance.
  • Performance Management – Teaches, guides, and oversees performance management for all departments. Oversees disciplinary meetings, terminations, and investigations. Teaches and guides managers through preparing for and executing the disciplinary process. Conducts or participates in disciplinary meetings. Reviews and manages the entire termination process. Responsible for managing all aspects of investigations. Administers the performance review program to ensure effectiveness, compliance, and equity.
  • Recruitment & Selection – Recruits, interviews, and manages the hiring of new applicants for open positions; collaborates with department managers to understand the skills and competencies required to fill openings. Works closely with all department in establishing and executing succession plans.
  • Benefits Administration – Keeps records of benefits plans participation such as insurance and pension plans. Answers questions and assists employees with managing their benefits. Administers benefit programs such as life, health, dental, vision, retirement, pension plans, paid time off, and employee assistance program.
  • Workers Comp Administration – Administers workers comp filing and reporting claims. Responsible for coordinating modified duty assignments, tracking compensation, managing the return to work process, and handling questions from the carrier and injured worker.
  • Additional Responsibilities - Records management, policy development and update, unemployment payroll requests and hearings, developing and updating job descriptions, management of drug/alcohol and pre-employment screenings, onboarding and orientations, managing exit procedures, ADA coordinator for staff, and works closely with attorneys on legal issues, contracts, policy review and interpreting complex laws.

  • Qualifications:

    Bachelor degree in HR, Business Administration, Public Administration, or related field preferred. Required to obtain and maintain HRCI or SHRM certification. Ongoing training required. Proficiency in MS word and excel required. 3-5 yrs customer service experience required. 3-5 yrs experience in human resources preferred.
